Sir,
I have the honor to report that I received today a copy of a letter addressed to Major General Reynolds from Col. E. Shriver[?], Inspector General of the Army of the Potomac designating certain Regiments as imperfect in matters of discipline, etc.
In
the report as to this Regiment I think there has been a misconception, as
regards the neglect of charging property to the men on the pay rolls. All property lost by men will be
charged on the next rolls as it properly belongs to them, there being no
property lost previous to the last muster. This fact I reported to the Inspector of the 3d. Division,
1st A.C., Lt. Col. Livingston, at the time of the last inspection, though it
might not have been properly understood by him.
As
regards the censure relative to the Sutler I would respectfully state, that he
with all his establishment had been absent from the Regiment wince the 29th day
of April, and did not return until the 24th inst. What he did during his absence I do not know and certainly
cannot be accountable for.
The
chaplain of this Regiment has not made any quarterly report. He reported for duty on the 20th day of
March 1863, ten days before the quarterly return should have been made, but as
I had never received any order relative to quarterly regulations as to that
duty, the report was omitted.
I
would ask under the circumstances that censure be withdrawn from my Regiment.
