Sir:
You have been directed in special orders No. 163 from this office dated June 19, 1861, to proceed to the city of Hartford, Conn., where further instructions would await you. The object of this order is that you may receive from the Governor of Connecticut ten companies of men whom you will enlist and incorporate into your regiment (the 14th Infty.), forming one complete battalion and two companies of a second. The following copy of a letter to the Governor will show you the authority which he has for presenting them, and may guide you in the duty which you have to perform.

Sir:
The Secretary of War will receive from you to be incorporated into the 14th Regt. of Infantry (Col. Stone’s) ten companies, consisting each of one First Sergeant, four sergeants, eight corporals, two musicians & eighty-two privates, all to be enlisted for five years, and will also give commissions to 5 captains & 10 2d. lieuts. if competent men are presented.

From this letter you will see that in addition to the men whom you will enlist, the Governor is authorized to nominate certain officers for commissions. The names of these should be sent on at once.
